The Middle Tier finds the inoffensive, middle of the road films that can best be described as average or slightly above. Fine. Like a Hershey Bar. This third tier is the "Just Fine" group of average or slightly above flicks that are passable but it wouldn't be the end of the world if you never got around to seeing them. Basic but filling.
